I completely agree with the review of free SHS; but, even in the industrialized countries, government schools that are free are accessible to everybody, regardless of your financial muscles. There are various approaches to addressing the issue of fair treatment for the impoverished. Taxation is one thing; feeding is another, so free or subsidized food should be offered to the poor while the wealthy pay. In Belgium, for example, school meals and healthcare are dependent on household income. These are the areas they should look into.
