We had snow just east of Cleveland on Halloween last year, this year it was beautiful, 70° sunny and breezy, the best fall weather I can remember

That's clearly snow. It's the wet and slightly fluffy kind, and some of the camera shots are in low visibility making it hard to tell

You were implying that was 'sleet'. That's clearly snow and you're right that it's 'wet snow'. Sleet is made of frozen raindrops that form when snowflakes partially melt and refreeze in a layer of warm air, but this storm interacts with warmer air near the ground; hence, it's wet snow and NOT sleet.
