It's faithful to the source, really. The fact, the source is a gag manga. A parody manga where Nora became by mistake the most powerful superheroine in the universe, with an evergrowing array of powers defined as infinitely evolving, hobbled by being basically a Mary Sue with the attention span of a goldfish and the mind of your run of the mill bimbo. The point is that the animation blatantly forgets the parody streak of the story and goes for the self-insert of the author (the dancing man is an expy of the author himself) wanting to court his waifu in a movie of his own and thus making her less whimsical and more competent, perfect, compassionate, helpful and loving. The best part about all of it? He doesn't manage to get his waifu even in his own fantasies

Though it's not an anime, you should check out an animated film called Rock and Rule. It's not great but much better than this. The animation is okay even good in places, though the storyline is pretty meh. It does feature original music from Debbie Harry, Lou Reed, and Cheap Trick.

My theory is that in the slideshow sections we're only seeing the keyframes and, for some reason lost in a haze of big 80s hair and cocaine, the tweening never got done. Rather than give up on the project, they just pushed on with keyframes only for most scenes. Either that or for some reason they were forced to animate far too early in the project when hardly any of the tweening was complete. It is SUPER weird, whatever caused it.

I finally get the story. It is autobiographical allegory, of how Nora is there to cheer him up, like his own guardian angel. It's not a real story for any other reason, he literally made this about how her adventures make him feel better. He wanted to share it with the world. Unfortunately, that's something which doesn't really share or translate.
