Cops are helped by civilians often. There was one video from like 20 years ago where a cop was attacked on a traffic stop civilians rushed over and took the cop's gun and pursued the fleeing suspects on foot exchanging gunfire.

The cops aren't "letting" them help. Both have no choice at the moment. Nothing wrong with that of course. You'd WANT cover fire when you are struck down. One of the civilians is a veteran. The officer who lost his vision in an eye is suing that dude for everything he owns. Good.
