The other critical issue is so much of these high taxes do not transform the livelihoods of Uganda, year in, year out. Imagine paying 40% in taxes and year in, year out you have to endure bad roads in your village. Can a percentage of our taxes be managed at the village level? Perhaps some foresighted village leadera could make a difference in our communities, since we have practically failed at national and regional level.
