The vlog is as clear an explanation as any (though I must say that I haven't heard another explanation as good) of the strategic relationship, that is the foundation of long-term defence partnership that India is building with France.

This will augment our Atmanirbharta resolve with focused exchange of ideas and expertise. Committed Researchers and observers of India-France like Dr Swasti Rao will embellish this effort. Scorpene submarines are made in India. That is a substantial chunk. Unfortunately, HAL is superbly incapable of absorbing new tech. They wanted 2-3 times the cost and time to manufacture Rafales; HAL's terrible engineering can still be seen in low availability of Su 30MKI and the good old crashes of MiGs due to faulty parts HAL manufactured. Otherwise, Rafales could be Made In India.
