"hedging against your own irresponsibility". Taking irresponsible actions is not hedging against one's irresponsibility. That's like saying "I bought a soda at half price because I knew if I had left that money in my bank account I would waste it on something else." Spending US taxpayer money on recently-increasing-in-price tulip futures is not a good idea. As far as I know, there is nothing preventing the U.S. from buying bonds from other countries if the U.S. wants a hedge.
