For the 22M, if I made a guess distribution will probably look like EA Sports College Football 25 pay outs. Opt in, get a flat fee that is the same regardless of status. The collectives will exist to pay the stars like they do now.

I don't believe the number of scholarships between men and women have to be equal. Just the number of roster spots. You could have 100 non-scholarship women athletes and 100 scholarship male athletes. If they don't need to be paid the same according to Title IX, I don't know why the scholarship vs. non-scholarship would matter.
