"On January 10, 2020, at approximately 10:05 a.m. I observed a Nissan Altima traveling on Old Hwy 271. The tags on the vehicle, 868YTM, came back to a Chevrolet Impala. I initiated my lights and the vehicle pulled over on the shoulder of SH 253. I told the driver, Israel Miranda-Zapata, and the passenger, Randy Turpen, who I was and why I pulled them over. Israel stated it was his vehicle and he must have put the wrong license plate on the vehicle. Israel gave me the fake name of Israel Del Rio with a date of birth of 1/13/1990. I told Israel that I was going to write down the VIN since he didn't have any paperwork on the vehicle. I copied the VIN down and started to return to my car.
At this time the vehicle began to flee. I told Troop H dispatch that I was in pursuit of the vehicle and we were southbound on I-540 traveling towards Oklahoma. The vehicle continued to flee on US 271 in Oklahoma. The vehicle began traveling at a high rate of speed with speeds over 100 mph in a 65 mph zone. The vehicle traveled recklessly while passing multiple vehicles on the shoulder. The vehicle continued to flee and traveled up to approximately 130 mph.
The vehicle then turned onto Oklahoma State Highway 9A East. The vehicle continued to travel at speeds over 100 mph. The vehicle passed multiple vehicles in a double yellow no passing zone. The vehicle then traveled onto Cook Avenue while I continued on 9A East. I traveled to SH 112 and observed the vehicle traveling across SH 112 and continuing on Cook Avenue. I observed the vehicle traveling back across SH 112 on Yoakum Avenue.
I traveled across SH 112 and traveled to the top of the hill on Yoakum Avenue. I then observed the vehicle to have wrecked out in a ditch. I got out of my car and gave commands for Israel to step out of the vehicle. After giving multiple commands, Israel stepped out of the vehicle and appeared to be following commands. Israel started to lean towards the ground as if he was going to lay on the ground. Israel then turned and began fleeing on foot.
I chased Israel down and deployed my taser to his back. The probes successfully made contact with the top left and bottom right of Israel's back. I then placed handcuffs on Israel. As I was walking Israel back to my car I observed Randy standing outside of the vehicle. I gave commands for him to get on the ground. Randy laid down on the ground and followed commands. Israel was walked back to the scene and I had him lay face down on the ground. Randy was then placed in handcuffs.
After running the Vehicle Identification Number the vehicle was reported and confirmed stolen out of the Fayetteville Police Department. Fayetteville Police Department Report Number for the reported stolen vehicle is 201997545.
Upon doing an inventory of the vehicle the following items were found: a used syringe, a baggie of a crystal like substance (approximate weight - 11.3 grams), and empty baggies.
Randy stated he would like EMS to come check him out. Randy Stated his leg was bothering him. EMS arrived on scene and stated he didn't need to be transported. EMS personnel stated his vitals were normal. EMS personnel stated his blood pressure was a little high but it was probably due to the circumstances. Israel refused medical attention. Oklahoma Highway Patrol transported both subjects to the LeFlore County Detention Center. I left the scene and went to the Prosecuting Attorney's office in Fort Smith. I met with Houston Garner who typed arrest warrants for Israel and Randy. Judge Cox signed the warrants for their arrest. I transported both warrants to the Sebastian County Sheriff's office where they were entered into ACIC. A Sebastian County dispatcher advised me when the warrants were entered. The dispatcher also stated he was calling the LeFlore County Detention Center to place the hold on Israel and Randy for the warrants.

The baggie of a crystal like substance and the used syringe are both being sent to the Arkansas State Crime Lab for further testing.

UPDATE On 18-Jun-2020, Turpen pled guilty and was sentenced to 12 Months SIS for Possessing Instruments of Crime, and Zapata was sentenced to 72 Months SIS for the 4th and 7th charges on his list.

See?! I love that Oklahoma worked with Arkansas on this pursuit, during and after. No egos, strictly professional and respectful by everyone. Why doesn’t Tennessee do this, too? I was shocked to see the tow truck arrive so quickly! Good job on him, too.

Arkoma. It's a very small town on the west side of the Arkansas-Oklahoma border. It goes right up to the edge of Fort Smith but the residential area of Arkoma stands in stark contrast to the city of Fort Smith.

That was the ASP dispatcher there in Fort Smith. ASP deals with their dispatch and dispatch communicates directly with OHP. The ASP dispatcher may either live in that area or travels it enough to know the roads.

I am just glad the passenger was cooperative and did not have a weapon! A lone cop so far from others has just got to be frightening, but the cop held his own - way to go, sir, I commend you for a job well done and for being so brave!! As to the driver, he has a clear straight road, but still, he wasn't skillful enough to keep it on the road!!

@@RidinDirtyRollinBurnouts you're right. I honestly don't know what the policy is for state troopers when it comes to continuing to pursue crossing into another state. I was a reserve police officer with a municipality and a campus police officer for a school district. I worked for the school district full time and I did the reserve work on my off days.

I've heard of OHP doing that, too (guys in brown). They'll pull over one car, take their ID and tell 'em to wait, then they'll get the next...and the next, then work their way back to #1 writing tickets and arresting folks all the way. They aren't as fierce as ASP are but they will catch their targets. Here you're also likely to have several departments get involved and there are some you do NOT want arresting you. Tulsa doesn't put up with any crap. Warr Acres doesn't put up with any crap. Valley Brook doesn't either.

Seriously epic pit maneuver, that given the circumstances was entirely Justified. A very good example of play stupid games and win stupid prizes. Wow. Looking at these Troopers, I can’t help but think they are all veterans. Fine to watch in action but also rewarding to know they are out there. Thank you to all of our police force who do their jobs with honor everyday and thank you to our veterans! I know that Uvalde was a terrible catastrophe all around. However, please don’t forget how much we rely on these men and women everyday.👍

Very dangerous for these Officer's to do this alone. When that passenger crawled out, if he'd been armed this could've ended up very bad for the Trooper, or if both suspects were armed? You see how long it took for backup to finally show up, and how tired the Trooper was. Great job though! 👏

Yeah. Typically trooper agencies will give them more extensive firearms training and in their academies they typically give more in depth hand-to-hand training and scenario training. Trooper academies train you to prepare in case you end up in a shots fired with your backup sometimes being up to 45 minutes away

IMO: Some of the best cops were local vets from Vietnam when I was old enough to go out. Our neighborhood cops stopped to talk to us or waved when they drove by. This trooper has great intuition. We should have more men like this. 🙏🏻🇺🇸🙏🏻🇺🇸

Thank God that 2nd individual stayed calmed and followed procedures. The entire time I thought the runner was setting the trooper up for an unexpected execution from the passenger. Dangerous!

The driver needs to learn from his friend instead of running. Driver takes off running and the passenger gets out and stands around and hears trooper yelling “get on the ground “ and falls to ground immediately with hands stretched out. 😂 Great job Trooper. Love when he said “felony charges in two states, gotta love it “😂

Working the radio all while doing the actual job has to be tough. I think our communities would lost without knowing someone is trying to keep them safe. Sure there are bad cops around, but the good ones out number them, by far. So I say thank you to the good ones!

Weird how the "good ones" are silent when cops fucking burn a kid alive because they raided the wrong house and burned it down do to thoughtlessly tossing flashbangs into a home. Weird how the "good ones" are silent about qualified immunity protecting them from facing the actions of being careless on their job. Weird how the "good ones" were on their phones as children were massacred in Uvalde. Weird how those "good ones" cuffed and are currently harrasing a mother braver than them. Weird how the "good ones" are giving the Chief responsible 24/7 security, and hiring a law firm to prevent the release of their body cams That makes them just as bad ACAB

He has never beaten, burned, or murdered someone.If you feel all cops are bad, don't waste your time here, reach out to legislators. Report bad officers. Hiding behind a screen will get you nowhere. As if gods exist. 🙄 Americans might have survived Climate chaos if more Humans believed in Reality. Question: How much do these Car Chases cost? Is Arkansas super rich? How many ASP have died chasing "bad guys"? And, how many innocent bystanders (other drivers) have anxiety overload because of these Car Chasing Coppers (sometimes many police vehicles) racing by with sirens blaring and lights flashing like crazy on Public thoroughfares?

Incorrect. This video has been published before, however in the process of downloading my ASP videos, the gps and other on-screen data is removed, such as why none of my videos have it. I do not know how to place it back on top of the videos, or else it would be there. I am currently in the process of learning how to do such, and me and Real World Police have been communicating via email in an attempt to inform me on how to do such.

While all FOIA videos and pictures are public domain, you shouldn't rip off the person who actually took the time in filing a FOIA request. Besides I've done video editing before. You have to willfully crop that sort of stuff out. So yeah... If RWP replies to this and says you're actually are trying to work to restore it, then I'd believe you.

It's better to put them back on the ADDC training tracks after admin/medical clearance, not for qualification purposes, but positive re-enforcement and confidence (self paced). I'm assuming ASP has that positive traffic management course, it does wonders for officers who have been involved in critical incidents like he went through. It is good to see back to doing what he enjoys doing, to protect and to serve.

In my dumb ass days I ran 10 times and physically got away everytime. I served time because you can't outrun a paper trail.

So glad to see an agency that doesn’t succumb to those who say stop chasing. ASP stops it by pitting as it should be. Stop the criminals not the cops. Put em in the ditch which ends the chase. Now if we can get the DA’s and Judges to be as aggressive it would be a great deterrent.

If they run, chase them until they wreck or get wrecked. Honestly, police helicopters need to have missiles that have a 24" tungesten spike. Once the targeting system positively locks on the vehicle it slams that spike right through the center of the engine block. Even if it does not penetrate and anchor the vehicle (likely ripping right through the center of the entire car) it'll flat out kill the engine. They could put extension flanges on it that are deployed on impact so the spike does not pierce and anchor into the pavement but still kills the engine flat.

These comments never address why we have judges and DAs who are straying away from this. We have a huge mass incarceration problem that is unprecedented and far greater then any other modern nation. Much of it is caused by “over aggressive” sentencing.

@@athletico7707 That's because all of the programs that might help the incarcerated stay out once they get through their sentence have been eliminated and work programs shuttered due to snowflakes. So it's down to: either release them, or shoot them. 30% should be shot, straight up, they will never be contributing members of society no matter what you do.

Might be a good idea to carry those small, tire wide size deflation devices and stick under the back tire with the motorist that raise your suspicions so if they do take off on you, they'll quickly have a tire go down.

That's a good way to cost innocent people tons of money because they forgot to remove it. That also gives reasonable suspicion that the cop already presumed somebody's guilt, and was acting out of malice instead of probable cause.

So, your assumption is they took turns driving? The passenger gave his real name and had nothing to do with the operation of the vehicle. He was not guilty of anything during the stop or pursuit. So, the Trooper did a good job catching the criminal, singular.

Nec bdo ....Years ago I dated a LEO. I asked him how he knew so many shortcuts to places. He said it was part of his survival instinct. He would frequently drive around, off and on duty, and learn 'the lay of the land' - various places roads intersect and staying familiar with road construction areas. It made sense.

Great video that was crazy runnin like that. I live in sw Missouri drove a truck 40 years can truthfully say Arkansas local and Hiway patrol are the nicest officers I've ever met. I had the pleasure to visit officer Ferguson several times in the 70s and 80s good man had fast patrol car but you did not want to bad mouth him which I always said yes sir n no sir. You can see a lot farther in real life than you can see in a dashcam view. During many of these chases, from the perspective of the video, it appears like the car got away; but often they can still be in pursuit. Dust and gravel is frequently still in the air after such high speeds, and sometimes the fleeing car can even be heard in the distance if there is no other traffic. And the passenger did nothing illegal, so his decision was very simple. I doubt he could ever be charged with anything, unless he did it prior to this chase. - j q t -

There were three South Carolina Highway Patrol in my family. One Mac Coker died in the line of Duty. When i see people say defund the police, i wonder if they realize law enforcement officers have one, if not the most dangerous jobs and are in my opinion greatly under paid and are often unappreciated for the public services they provide.

I have a genuine question: most police officers don't seem to wear their issued hats whereas state troopers appear most eager to always have their iconic campaign hats on. Is there any specific reason for that? Is it a regulation thing? Either way, gotta love the dedication to always look like a proper trooper.

Boggles my mind as to the lack of situational awareness many of the drivers on these pursuits have. Totally oblivious to what is going on around them them. If they were paying attention, they would see the flashing lights in the mirrors and take note and take the appropriate action to get out of the way.

Exactly. It's irritating when drivers see a Trooper or Police Officer with his emergency equipment on and in a pursuit of someone and they think the law enforcement officers should go around them and not get out of the way of the Troopers or Officers. Attention oblivious motorist, the right lane is the driving lane and the left lane is the passing lane. Law enforcement also uses the passing lane in emergency situations and pursuits.

i think they should make a spike tool when a police makes a stop knowing we have a big problem (tag dont match car) they should lay spikes in front of the tire and tell the person driving dont move the car at the moment its under investigation. if the driver decides to take off he does it with three tires. this would stop the running.
