Unlike most other countries in the world, China has actually a very long history (thousands of years). And the territory changes throughout the years. Sure, Mongolia is not part of China NOW, but it's nothing wrong to say it WAS a part of China, e.g. during Yuan and Qing dynasty. The Great Wall was maintained mainly in some other dynasties when Mongolia was not a part of China.

Yes, China and Mogolia used to act as one country. That's what i was talking about. Kublia khan? I think you mean Kublai Khan, who is Khagan of the Mongol Empire and Emperor of Yuan Dynasty.
