Radio is amusing but starts to repeat itself pretty quickly. No idea how the policy stuff works but there are "patients", "illnesses" and "staff" tabs where you can set salaries and behaviours which might have some bearing. Higher level equipment (once unlocked), better qualified staff, happier staff (check their needs, salary demands etc) all help patients from not dying, as do catering for patient needs with food/drink machines, entertainment etc. And look forward to the student university level where all of your staff are complete idiots with zero ability.
