The example you gave sounds less like setting boundaries and more like a fur parent saying to their pet "if you behave yourself today you can get that toy later today". It's fine to set boundaries just consider how you word them first since if you have any interest in dating someone it's best to treat them like an equal rather than a pet.

The bit about "respectful nice guy" didn't really feel helpful, I think the big issue non-predatory nice guys suffer is that respectfulness keeps people at arms length which hampers the ability to create a relationship. Sadly we didn't really get much of a response aside from "just wait it out."

Nah I'd say their problem is that they think being nice is somehow super praise worthy when it's effectively the dating equivalent of a politician saying a bunch of platitudes while also giving no substance on how they will "try" to makes things better through their policy decisions.
