AMD can use the Nvidia Texture Tools Plug in in Photoshop to save DDS but it cant use the CUDA accelerations utilised with a Nvidia GPU - I know because its what I use

For that F4 style painkit, import all the images into photoshop stack them on top eachother in layers, then use a Multiply or similar blending mode then you will be able to paint it in the same way as the first one.
