Do you have the pattern? I would love to tie it. I am surprised there is a feather wing streamer that I haven't seen yet. I tie a lot of streamers in the Carrie Stevens' style.(feather wings, deer hair etc... I live in Maine, USA and Carrie Stevens came from Maine, in the Rangley lakes area. I have to tie many feather wing patterns for the fellows that fish them exclusively.

It’s very nice, but personally I don’t like half-stripped hackles. Gives flies a kind of clinical appearance. Also, if I’m paying good money for a hackle, why would I throw half away ?
