Everything is fine with 'pulling too back' while your arms is fast enough. His hads do not stop in front of his chest, he immediately throws them forward, that minimises drag and lose of momentum. This movement of hand is done with the raising of torso. Try to feel that group chained backside of muscles like if they were compressed with a set of energy, that you will throw with great momentum that will move you farward So, yes, Cody Miller does everything right if you take into account all his technique as a whole.
