Its a very common case and there have been many reports on it.

MotorOctane You won't believe There is a Oil gang active in Delhi. Mostly they do that in night and targets those cars where person is sitting alone. They will put some black oil thing on your bonnet and other passing guy will tell u that "there is a Oil leakage in your car" you will come out quickly to see the matter and your unlocked car will welcome their other partners. 😂

MotorOctane happened with us last year in December. Me and my father were traveling late in night from office to home. After crossing a major red light on wazirabad road (it's major road just like a highway with no residence or shops nearby) on signal we got our Tyre punctured. We stretched a little distance with punctured car to park on left side. There was dark with little bit ppl around, My father called roadside assistance for help, we were told help will reach us within maximum 30 minutes and we started waiting inside car. And then within few minutes this cyclist came from opposite side and knocked our window and said " Bhai sahab aapka tel leak ho raha Hai" i stepped out to check, but my father was still there in car ( I told him to keep all doors locked). What im seeing is some black oil is spilled on bonnet. I smelled something is fishy as it's a common sense that "no oil can leak from upper body" I said "Leak hone do Bhai Malum Hai" maybe they wanted to steal laptop bag or something else from back door by diverting our mind. Then roadside assistance ppl came in van and cycle Wala crossed the road. They changed tyre and we reached home. Next day i take this punctured tyre to the local shop. And i was shocked as puncture Wala Bhaiya told me that there are 3-4 long Needles inside tube. And then I understand this whole story that Tyre puncture was also intentional. One of their partner spilled oil on car when we stopped at red light. Whole thing was planned. Moral : Be alert when driving specially in night. Keep an eye on pedestrians passingby And never ever leave your car unlocked. Keep your precious​ things/ laptop bags inside boot.

the same incident was happen that was written in maharahtra times but here they said that the car driver was told by a biker that your tire is puncture so that guy get out to see the tire and at that time a guy pops up from a bike that was following the car and rob that car i dont now the date of the article in the newspaper but that incident was happen near Maharashtra karnataka border highway

One more way of cheating is when you for Tyre pressure refill/top up. The guy will tell "valve jam hai, Hawa nahi jaa Raha hai" .. that's all after that they will offer valve replacement and offer options from 150 to 400. Fact is nothing was wrong. They can make the hissing sound by loosely pushing the valve and after 10 seconds you will be left with even less pressure in your tyre
