This is the best post I have seen. Refusal to roll down the window makes the cops assume a weapon threat or at the very least hiding evidence of a crime like drugs. Refusing to open window or come out of the car immediately makes it that much more of a threat. Time is of the essence to neutralize the threat. On the way out of the car they don't know if he has a gun in his pockets or not. Bottom line he acted like someone with a weapon and was treated like one when he failed to comply.
