He had to change them in the ring because once a fighter has their gloves strapped on, if they find any malfunctions with it, they would have to change their gloves in the ring. The commission wouldn't be backstage with them after they have their gloves fully on, so the only time they could change them is right before the fight starts.

Because they didn't notice the defect in the glove. If there is a rip/hole in your jeans just above the knee and you sit down it can be seen/noticed easier. The rip in the glove wasn't in a very noticeable area. The ref who has the job of physically checking gloves by touching, grabbing and feeling them was more able to notice any possible rip/hole that might be in the glove. The ref can be seen explaining what was happening @1:07 telling officials that the thumb came away from the glove. Damaged/imperfect gloves does not mean cheating.
