A few examples: Add extra tax on American companies making profit in China, such as Apple, Amazon, Starbucks, Nikkei, McDonald's, Kentucky Fried Chicken; ban all corn, soybeans, and pork imported from the US, deactivate hundreds of thousands of drones imported from China. As far as Tesla goes, 100% tax on all its vehicles regardless whether they are sold in China or to be exported.

Yes, it costs the citizens of that country who have to buy that product that now has a tariff. For instance, if China sells a car for $10,000 and the tariff is now 10%, we here in the United States have to pay $1,000 more for that car. China still gets its $10,000.

Sellers like TEMU is operated through a Chinese tariff loophole that was originally set so that visitors to China could send home things they bought. TEMU exploits this by using it as a delivery service to American consumers in small enough quantities that it does not count under that terrif. Other countries are different issue but USA exports most from China. Pretty much every daily life commodities. One has to be incredibly short sighted to push tariff on China when you export way more than they export from you. It might have had a slight effect on China back in 2016 but they are actually a stronger economy than USA on terms of PPP right now.
