The Russians do exactly the same, as do most countries that maintain a quick reaction alert fighter force. Most countries police the air space that extends from their sovereign airspace. In the case of the US they designate these areas of international airspace as Air Defence Identification Zone. The Russians do exactly the same when US aircraft fly in international airspace close to their borders. Something crazy is going on.... im in southern ohio and last night i saw big jets being escorted by smaller jets. First a big jet with 2 on it right flew over. (Super loud) then about 10 min later it happend again.. then 2 groups flew over. Then about 5 min after that ther was a a big jet with 2 on its side followed by another big one with 2 on the side then another with 2 on its side all in a line. Then about 5 min pass and 5 small jets go over in the same direction... btw they all had white lights but nothing flashing no res or green.
