Why time lag on the baselines for the second and third participant? Is it just to reach steady state? Whats the purpose of it?

That delay is called a "demonstration of experimental control". The experimenter wants to show that behavior change only happens when the intervention (independent variable) is implemented. By showing this repeatedly, we are able to conclude that the independent variable is responsible for the changes.
