I'm also a CBSE student and CBSE students do get admission to UCD. www.ucd.ie/international But yes we do have to take IELTS or TOEFL (English language test)

I want to pursue my MS in computer science in UCD. I have around 4 years of experience in Master data management, Datawarehousing, BI, Hyperion Financial Management, SQL, Databases, ETL. UCD may be the second best uni in the Republic of Ireland, but it doesn't even crack into the top 200 unis in the world. That's how bad UCD is. So, if you are Irish and never intend to leave your little Emerald Isle, then UCD is OK for you. But if you are an international student who wants to attend a top uni in Europe or the British Isles, UCD is a no-no. UCD's teaching is sub-par, its research is sub-par, its lecturers are not the best around. Like I said, the only reason UCD is relatively well known is because it's the 2nd best uni in Ireland. But Ireland is a tiny country and has less than 10 unis (I kid you not). Compared to US and UK universities, UCD is totally crap. UCD charges high fees as well, presumably in order to make itself look as if it is a great university. But it is _not_ a great university. Anyone who thinks it is is deluding themselves.
