Overrated or not, I personally don't think it's a great match up for McGregor. From what I remember of the Mendes fight, Mendes was able to take him down more than once and got some decent elbows in. Comparing Mendes and Nurmagomedov on fightmetric, Nurmagomedov has more significant strikes landed per minute, more takedowns landed on average, and less significant strikes absorbed per minute. With the right training I think he's got a shot at beating him.
