What is the procedure for dropping out after the 1st year? Like I want the first year certificate but they ask for 2nd year fee in advance, so Will I have to pay the 2nd year fees as well for dropping out after 1st year?

I filled the form yesterday and soon as i made the payment the site got closed with a disclaimer that your session time has ended login again. I didn't receive the 9 digit code and also when i logged in it wasn't showing that the application is complete it was still showing that you've this much time left to complete it and now it has expired..so what do i do now sir?
