Ma'am I just want to know how can public = government Government can work for people but how can we say public is equal to government

The term "Public" generally has 2 meanings : First - The broader (and the more common ) meaning: People Second - The narrower meaning: Relating to the Government or the State In "Public Administration", the word Public refers to the second one i.e. the Government. Consider this example: We generally use the term - Public transport or Public buses - these are the buses run by the government. Now, the buses run by private companies/agencies are also used by the public (people) only. Hence, Public also refers to the government or the State. Hope it's clear now!
