Was, not "is." The civil service in those days was opposed to change, or at least too much of it. That is the very definition of conservatism: ensuring that society changes slowly and only when absolutely necessary, because every intentional change is always accompanied by unintentional side-effects. As Edmund Burke wrote: "Laws, like houses, lean upon one another." The civil service NOW -- two generations later -- has become captured by precisely the opposite ideology. They want as much change as possible, so that they may play the part of the White Knights who save society by completely reorganising it. We have seen this play before, written by such famous dramatists as Vladimir Lenin, Mao Zedong, and Pol Pot.

The thing is, the video almost gets to the point. First, the UK was defended. That's the whole point of nuclear weapons, if you have the ability to end the world, everyone else gets really hesitant about seriously endangering you. Its supremely annoying in how effective it is, and its certainly not a simple process, but it *is* effective. But a large portion of national defense is giving the citizenry the impression that they are safe. That they can go on with their happy, productive, consuming lives and not be afraid of anything happening. Security Theater isn't a replacement for actual Security, but it is an integral part of the process too. But try saying "maybe nuclear deterrence isn't entirely a bad thing" in the height of the cold war in fiction...

@anivicuno9473 Жыл бұрын
The thing is, you almost got to the point that this is a 2 minute clip from a 30 minute episode. The nuclear deterrence idea has already been touched on, the whole episode was about the fact that the PM most likely would not press the button in the face of an invasion. The PM admits this, and so the chief scientist recommends diverting funds from a new system (that they know won't be operational for about a decade after purchase) to spending it on R&D and employing (and retraining) people via the armed forces. The point the scene is making about Britain being undefended is that without committing nuclear suicide, Britain is undefended. The Soviet armies would steamroll NATO and everyone knows it. Humphrey pushes the security theatre from Harrods option, while the chief scientist recommends cutting their losses and just bolstering the domestic economy.

It applies to the majority of western nations far more than it applies to Russia. European military has been in decay for over 70 years now and it's not going to change now because the cost of having a military is insanely prohibitive unless your country is called USA and the need to have a military is near zero (despite all the recent drama). Armies got downscaled to a point where they can manage a police operation but not much more. What Germans or Brits get on a 50 billion budget is a genuine joke in terms of weapon and ammunition production and maintenance, neither country is even remotely in a position to fight an actual war if an army randomly materializes on its doorstep from the void.
