People in senior government leadership roles in the English speaking world rarely get imprisoned. Its more common in the non-English speaking societies. Its more an unwritten law at the elite level, like a 'gentleman's agreement' not to engage in partisan retribution. Ordinary people want it to happen more ,but those at the top prefer to cover each other's asses and argue that its necessary in order to maintain confidence in the institutions of the state. But often it has the opposite effect.
