Raspberry PI is not a computer for kids, it is a very good development board for hobbyist electrical engineers. Latest models are more advanced than the models used 15 years ago. With proper GPS support, yes it has the ability to make a lethal drone. American GPS which is open for everyone to use, has speed limitations for aerial usage. Possibly those drones are using Russian GPS system.

Those other boards have crude and way less software support in comparison. This means using a Raspberry Pi (and x86 SBC boards) has a rapid development advantage. If you're not a hobbyst but a nation state, able to pay for an SDK and support to speed up development for the others boards this advantage goes away or equals out. I think it might be that the Pi is available in larger numbers on the market. If this is how they think it has parallels with their doctrine that prefers quantity vs quality. Only problem is that compared to some less powerful (if those meet the requirements) other boards they might be paying a premium for Pis. Otherwise they might be dumb or don't really get chinese dual-use goods support. Also some but not all of other boards are way less powerful (especially those that might be more hard to sanction targeting the chinese with CPUs not having an ARM IP like Risc-V, older chinese RISC MIPS stuff, etc.).
