It may be a skink. But it may also be a genetic mutation, snakes diverged from lizards millions of years ago. They lost some of the physical features as they found crawling more efficient that walking and sliding in and out of the tiny holes.

The genetic mutation is called "atavism". It is a modification of a biological structure whereby an ancestral genetic trait reappears after having been lost through evolutionary change in previous generations. So it is when the lost trait of our reappears in an individual. Snakes evolved from lizards, and it makes sense that they once have legs. They just lost in the process they began fossorial because legs cause a lot of drag in burrows, they are useless. It also happens in humans when some people develop four nipples because our ape ancestors also have four.

May paa po talaga noon ang mga ahas. Over time, evolution took place as 🐍 fed on rodents and others small critters, they'd sneak on their preys by crawling. As those limbs were not used by the snakes, they shrunk. This is the law of Use and Misuse in Evolution. We biologists refer to this parts/organs as "Vestigial organs or structure." If you dissect a snake, you may see a small bone structure that appears like an underdeveloped limbs, "evolutionary leftover" of the snake legs.

Lots of weird animals in the south of the Philippines. My father (from south) once told us a weird story about some crowing they can hear at sea while traveling by ship from Manila to Visayas. They thought it's a rooster brought onboard, and paid no attention, even if they can't find one on the really small boat, and the sound was too thin to be coming from the boat. Their reaction was to look outside of the boat instead of in, upon hearing it. Upon arriving at his remote hometown Kalibo, his kinsfolk told him that they were on a hunt for a really big snake that's been eating their pigs. He got surprised as his kinsfolk said that you'll know it's near because it is crowing like a rooster! He can't believe it, and made him piece together the strange sound while in transit. He joined the vigil, and when they finally saw (heard) the snake, all they could do was to quickly kill it , as its movements were too fast, father said. Quick cut in the head with a bolo knife, and it sent the head like a dart in the air, biting in shock the nearest tree (good thing no one's in front). When they checked the head, it got a rooster crown! I can't forget this story, and while I grew old, I dismissed it as folklore, old folk's tales. Dito sa North Cotabato ay "Banakon" ang tawag sa ahas na may mga paa. Ang dalawang paa ay ginagamit nila pantukod kapag tumatayo sila ng diretso na akala mo'y isang puno. Marami nang napatay niyan dito. Paglaki niyan, napakadelikado dahil nanghahabol kapag napadaan ka lang kung saan sila naroroon. Lumalalaki din yan ng katulad ng sawa. It's most likely a legless lizard not a snake. Legless lizards look very similar to snakes and there are some types that only grow 1 pair of legs (usually at the back) but are still under the legless lizard category. If it is indeed a snake it would be an atavism (not a genetic mutation). If lizard (highly likely), it would be a vestigial trait (possibility of genetic mutation). I can't see the head (especially the eye area) so I don't know which one it is. It's not a world changing discovery. And no, it's not the end of the world.

Oh puh-lease. Atavism can occur in several ways. One way is when genes for previously existing phenotypical features are preserved in DNA, and these become expressed through a mutation that either knock out the overriding genes for the new traits or make the old traits override the new one. No one said snakes don't have legs :/ When I said "if it is indeed a snake...", I assumed people knew what that meant. Atavism-> primitive snakes used to have it and if a snake today did have it, it would be vestigial. Basically, if you go to a scientist/ biologist and say "I found a snake with legs" the first thing they will check is if it is a legless lizard (based on probability obviously, the location and what I said above ^)

It is genetic mutation. Just because there are many of this kind in your area doesn't mean it is not genetic mutation. Snakes are described as legless, if it has legs then it is mutated. Just like how people normally have 10 fingers/toes but in rare cases some have extra. That is also counted as genetic mutation. Try to understand the concept of genetic mutation before you conclude.
