Honestly it took a while for me to figure out, but it's actually really easy when you know the trick. The issue is mainly with your calibration. You have to stop strumming BEFORE the lane ends. I experimented and found out that if I stop strumming at roughly my visual delay in the calibration then I hit it every time.

Yep, that's what they are. They're hard mostly for FCs because the Rock Band engine detects those notes in a really odd way and sometimes it'll just omit a note even though you're sure you hit it

GusMartin2 I have no clue, honestly. I guess they're normally there for oddly timed strums or excessively fast strumming parts. They have saved me sometimes, since on the drums with their form of strum lanes I only hit the drum about half of the times i needed to but it did't count against me, but normally they're just really hard to hit correctly

Michael Johnson they cover really fast strings of notes, and are made to help correct players who find it difficult to play at the exact speed. So if you're playing a little too slow or fast, your combo won't break and you'll still hit notes. It makes note recognition near the beginning and end hell in my experience though.
