Depending on the length of the runway V1 and Rotate could be at the same time, but they're often not. If you had a runway ten miles long you'd reach rotate miles before V1. On a short runway you reach V1 before you rotate. There will always be a length, depending on plane, load, altitude etc, where they happen at the same time.

It has been out of operation too long and must therefore be overhauled in Louisiana before it can be returned to service. The Trump Corp is currently in financial dire straits - who knows when it will be back in service

It has been out of operation too long and must therefore be overhauled in Louisiana before it can be returned to service. The Trump Corp is currently in financial dire straits - who knows when it will be back in service.
