Gerasimov stated that the advancement of the Ukrainian army on Russian territory has been stopped According to a statement from the Russian Defense Ministry, Ukrainian troops, which attempted to attack the Kursk region, lost 82 military vehicles, including 8 tanks, 12 armored personnel carriers, 6 armored fightingvehicles and 55 armored vehicles within two days - Russian Su-34 planes participating in the special military operation in Ukraine shot Ukrainian army's military vehicles in the Kursk region with FAB-500 bombs. Four armored war vehicles including the US-made Bradley belonging to the Ukrainian army were destroyed by Russian Lantset drones in the border districts of Kursk region. The Russian army destroyed military and special vehicles of the Ukrainian army located on the border of Kursk region by hitting them with Alexander-M missile system

Not really, actually makes a lot of sense if they want to take any of their land back. Russia has the bulk of its combat troops inside Ukraine's territory under the presumption Russia is safe and Russia does not need to defend it. Russian support troops then just hang out safely in Russia. Hitting that (and hopefully more) will force Russia to redeploy troops out of Ukraine to defend actual Russia. Russia has much more land for Ukraine to hit and will need to spread its troops thin. Once they do that, taking parts of Ukraine back will be more likely. Putin calling it a 'provocation' just shows what a clueless idiot Putin is.
