But, new last breath has phase 1.25, phase 1.5, phase two has increased power and stamina, and phase 3, sans is albeit weaker, gaster is much stronger, able to do more than just summon a couple hands during one section of the fight, and he has his followers to help as well

He most likely is linked to sans as one of sans' attacks is called the "GASTER blaster". If he's linked to sans he is linked to papyrus by proxy unless, gaster created the blasters by an experiment with souls, and sans who had a scientific past helped him create it which doesn't sound correct.
