Not really. HDR is high dynamic range.... it doest say exposure bracketing and merging exposures.

You can. But the dynamic range of modern cameras allows for HDR within a single raw capture. It's not exactly the same. But with the right exposure, you can get to a solid HDR look with far less effort. On top of that, in many portrait situations (where subjects are moving) a bracketed capture is not even possible.
