yeah..but most of SF fans realized it much later. From SF1 up to Alpha, Capcom portrayed him as a mean, brutal guy. He even holding a dying guy (Dan) and throw him away like a garbage before we fight him in Alpha. THAT is pure evil. Before he left Shadaloo, we never know what in his mind, we just see a brutal tower of death- Bison strongest body guard.. plus, we just know he is pissed with his lost (and scar) to Ryu.. But later Capcom made us know the real story Ryu was already lost. He was about to help him to get up and suddenly a dark hadoed metsu-shoryuken just came out of nowhere. (But still, he took it as a lost and never call Ryu as a cheater..)

Well he has beaten Sagat in a couple fights though he was severely injured doing so. Size doesn't necessarily equal superior strength. Adon is a good fighter but his arrogance and ego lock away his potential.
