Fun fact there’s a stage play called darkness heels staring famous ultraman villains, Belial being one of them, and being considered as dark anti heroes, there’s also a manga of darkness heels and the infamous villains have human forms, and can actually transform into their original forms but for 3 minutes like a normal ultra

I don't think he did M78 beam there he rarely does in fact bcos, as you said, it can destroy planets on full power. and he doesn't have time to concentrate reducing the power output fighting Belial face-to-face.
