@@-AkhilTej- u please know the criteria for getting ncl certificate...it is not the income more than 8lakhs..it is other than income mentioned and h is not directly recruited sp i guess....he may be promoted before 45 years of his age as dsp...then she can be eligible for the ncl certificate....... we usually tend to have more doubts and allegations than knowledge and facts!!!!!!!!

OBC creamy layer anukunta bro.... because of EWS , everyone should opt for a caste, but only NCL will get a caste certificate, and Rank is never based on caste in Civils, but caste plays important rule in giving positions like IAS, IPS according to vacancies in a caste reservation system
