Excuse me sir, sorry to say but from 20.00 on topic to provide reservation to sc, st and women.. You went wrong.. You are saying it's state legislature which "may" provide reservation to sc , st and women. But This is not right, reservation for women, sc and st is provided by the act 74 amendment act 1992.. However there is two provision provided for state legislature in which 1) it may provide reservation of offices of chairperson in municipalities for sc, st and women. 2) it may make provision of reservation for backward classes ( both as member of municipality and chairperson in municipality) . Thus decision regarding providing reservation lies to state legislature in only two matters as provided above..

Same goes with the appointment of municipal commissioner. Municipal commissioner is generally a member of IAS but he is appointed by the state government and not the union.

Sirji, my brothers those stay in the village vote for Gram Panchayath, Taluk Panchayath, Zilla Panchayath & then to Assembly and Parliament (5 Tier). But we in BBMP area of Bangalore vote for BBMP & then to Assembly and Parliament (3 Tier). So they vote 5 times in 5 years and we vote thrice in 5 years. Hope this is correct.

Well this is a very deep topic, it does not have any single answer I'll tell you why Delhi has 5 Local Bodies New Delhi Municipal council ( NDMC ) North Delhi Municipal Council South Delhi Municipal Council Delhi Cantonment board And East Delhi Municipal Corporation Majority of people who nearby 95% sits under jurisdiction of three Municipal Corporation ( Municipal Corporation of delhi, MCD ) These were established in 2011, By Trifurcation of unified Delhi Municipal Corporation Now, The MCD is led by Municipal Commissioner of Delhi, Appointment by Ministry of Home Affairs ( UNION GOVERNMENT ) BUT THATS NOT ALL After 2011 amendment a New state-centre relation was established by Letting the Government of National Capital Territory of Delhi ( GNCTD) to appoint The Secretary of Urban development department ( UDD, WHICH COMES UNDER GNCTD ) as the director of Local Bodies ( MCDs ) along with the Centre appoined Commissioner. Delhi is governed by both union Govt and state government Union government controls Delhi Development Authority( DDA ) which is responsible for all physical planning and development of land. And State Government ( GNCTD ) controls WATER and ELECTRICITY which earlier came under jurisdiction of MCD.
