I'd say the cheapest machine would cost a couple hundred USD if you went to bricklink. The bigger ones (ie. 10,000+ pieces) get upwards of $1000+ USD

Some folks at my school built a fully functional Turing machine out of lego, without any electronics. That thing was bonkers. Took hours to compute anything and broke waaay too often, but it worked.
