Cervical dilation is complex and as of today none of the drug is 100 percent effective in cattle thus vets need to try different drugs

PGF2 may initiate parturition with resultant cervical dilation but in poor cervical dilation in an initiated labor it will hardly help. Some promise has been shown by intracervical pge2 creams but not very successful in all cows

cutting the cervix is only suggested if it can be taken out of vulvar lips and sutured after fetal delivery. otherwise the tear on cervix may extend up to the uterus and then it is not possible to repair and may lead to problems like vaginal prolapse of intestinal loops. Thus i dont suggest blind cervicotomy without repair. Cesarean is a better option.
