Ok can someone explain this the whole race was stop mine from put a road Tax but then now Natsumi gets an item that exempts him from paying any road tax. Wait what instead of the whole race thing why didn't everyone just get this tax exemption item

The race was to stop Motoyasu from becoming the ruler of that village. In turn stopping the tax from being put in place. The item given to Naofumi is for traveling businessmen and heroes only. Naofumi ends up starting a little business because of this and ends up using it to get places without having to spend what little money he gets while gaining as much as he can.
