I worked for Coach many moons ago. Dust bag comes inside the bag from the warehouse. Usually, in a clear plastic bag that says Coach, then wrapped in tissue paper, then bag, then dust bag in bag. If it comes in the dust bag, it was either previously opened or was a return.
