Yes, by stopping transmission early, it prevents many people getting COVID. It's not just a question of whether someone goes to the hospital or gets COVID -- many people with mild or asymptomatic COVID end up with long-term symptoms (long COVID) and impacts (e.g. brain shrinkage) later. While the government is likely choosing this strategy because it cares about people, this strategy is also protecting the public health and avoiding later economic damage from chronically sick people.
