What will happen if the electric supply is interrupted,

After a few minutes the unit would resume as normal, and complete the process. It has a counter on the lower left of the screen showing how many times the power went off.

Would you put the dry temp for herbs at 115 like the dehydrater?

I set mine at 110 just to be safe.
