What to do: my swatch stitch count is correct, row count is not???

Row count in a swatch isn't as important as your stitch count. Typically in a pattern you are instructed to knit a section for a specific number of rows OR for a specific length (knit for 7 inches for example). Then you can adjust the number or rows you knit to match the desired length. Or you can adjust the number of rows you knit to fit your intended recipient of your project. So rows can be adjusted as you knit, but your stitch count cannot. That is why you should make any needle size adjustments to get a good stitch count match in your gauge, but if your rows are off a little bit, you can adjust as you go. So in your case, if your stitch count is good, you should be all set.
