Another possibilty; could also be Gaster cheating. Since it's Sans' turn, if he does nothing and Gaster is the one in control and attacking, maybe that just means Sans' turn never finishes until he himself takes an action or dies? And breaking all the options apart is just Gaster's way of scaring the everloving spaghetti out of you. ANOTHER another option: Sans is pretty much dead by the beginning of the fight, and with Gaster involved, the entire fight is just one big impossible glitch against an entity that doesn't exist, almost like the Cooltrainer battle.

Imagine this fight being in the real game. Of course, it would be super ridiculous to get. If you'd completed the Genocide Route 50 times before, the 51st play through would have a few differences. When exiting the ruins, you will not encounter Sans. Instead, when arriving at his guard post with the "conveniently shaped lamp," Papyrus will arrive looking for his brother. He'll encounter you, and ask if you've seen big-boned skeleton with a hoodie. You'll be given the choice to say No, or... No. Just no. You can't say Yes. When you say no, Papyrus will assume Sans is lazing about somewhere, and continue on his usual charade of capturing you, this time alone. Sans will appear in all his usual places afterwards. Sans missing will never be brought up again. Maybe during the final encounter with Papyrus, he'll claim to be having weird dreams lately, to have weird "memories" of working on the Core. When you kill him, his head pops off, and his body disappears, his head will not turn to dust. Instead, it will visually glitch out of existence. The play through will then continue as normal, until you reach the place where Gaster's room sometimes appears. The Gaster room will show up no matter what, but Gaster won't be in it. Just a puddle of some dark substance in the middle of the room. Frisk won't be able to comment on this. The Gaster followers that you encounter with certain fun levels will not be present, but the places where they'd usually be will also have similar black puddles. When attempting to interact with these, they will disappear. Once again, the play through will resume as normal, until you get to the hallway with Sans. This fight will then take place. However, if you die here? Immediately sent back to the beginning of this play through. Yeah. This will keep happening, and if you keep dying, you'll keep being sent back to the start of the play through. This will continue until you either 1), win the fight, or 2), change your ways, do a True Pacifist route, and perform a True Reset. Honestly, only the most Determined (and possibly masochistic) players will be able to even reach this fight. It is for the best of the best, and -the most masochistic masochists- and the most Determined of Determined.
