He's just far too nice and naive to conceivably be allowed into battle, which I imagine is why despite being incredibly lazy and unreliable at times Sans is still ultimately the one given sentry duty. Sans is also actually incredibly physically weak, but in canon his knowledge of the timelines lets him play with the rules (his 1 damage stacks because there's no invincibility frames, he causes a poison/karma effect, he can attack you in your menu, etc).
