In undertale, the characters who are putting their all are moving in battle (example: mad dummy), while characters not moving much in battle means that they aren't using their full power, the less they move, the less power they use! Papyrus might just be stronger than sans, since he's not moving at all, he's not even BLINKING! No expressions, no NOTHING!

He’ll probably dodge it anyway, just like sans. But it’ll be a 65% chance while the player has a 35% to hurt him. If he could block the first attack with his blue bone, then he can definitely dodge the knife. If he doesn’t, then he’d probably has 5 hits judging by his battle armor or that he could change the bone quickly to blue if attacked by 20% chance. Besides, the orange bone might be for him ATTACKING you, not the other way around. Almost like the same mechanic as Asgore’s
