Because due to most people playing Pacifist before Genocide, Chara indeed has to deal with you, the player, or the *Traitor* killing everyone they love after you had saved them from the Underground, only to go back out of curiosity of what would happen if you kept killing.

From what it looks like, it’s like a new and fresh take on a FULL genocide route of the game with revamped areas and new places entirely, all with quality level and visuals matching that of the Bits N Pieces mod. I think it's because Celeste has a lot of bass-heavy and echo-y backing, which gives it its own distinctive style that this track happens to copy perfectly. Honestly, up until -megalo strike back- no more deals kicked in you could easily convince me this song was for Celeste (bonus points, even the glass breaking sound effect is fitting to the game!).
