It's the same sound effect that plays when you eat the Legendary Hero in battle (but not in a "Serious Mode" fight which is why you don't hear it if you eat one while fighting Asgore or Sans). As far as I know these are the only two instances where that sound effect is used.

It's funny...with how forgiving this game is, I always suspected Toby and Temmie would have programmed something in to help the player if they got stuck here. Nice to have it confirmed, and that they don't insult the player's intelligence by having it trigger if you fail three times.

managed to discover this because I wanted to know what it would look like if that room became just a giant hole also maybe it was my version, but walking to the right near the sign that tells you whatever (i forgot), would let you clip through the wall and encounter monster combinations I've never gotten on pacifist, like the two froggits for example. Not saying that's strictly genocide but I pretty much never get that encounter in a pacifist run
